Session Description:
Near-real time (NRT) post-disaster data are becoming faster, and more accurate and widely accessible. Over the course of hours to days, post-earthquake data could quickly inform predictive loss models and damage assessments, increasing model accuracy and utility. Data of interest range from crowd-sourced shaking and damage assessments, social media observations of damage and casualties, to rapid, remotely-sensed imagery, including UAV data, fault offsets, ground deformation, image decorrelations, and damage proxies. Each of these timely datasets can be of value if they are properly considered in the context of prior constraints and are treated with respect to their uncertainties. Over the course of hours-to-days, loss model estimates and damage assessments should rely more and more heavily on ground-truth constraints, resulting in response-oriented informational products. Incorporating NRT datasets involves both international coordination and algorithmic challenges. This session solicits contributions on data and approaches to improve post-earthquake loss and damage assessments worldwide.
