Innovation and Regulation: Policies for Facilitating the Adoption of New Approaches to Mitigate Oil and Gas Emissions

Session Description:
Traditional air pollution control regulations aim to reduce pollution by mandating a set of best management practices at applicable sites, such as equipment standards and leak detection and repair (LDAR) programs. For the oil and natural gas (O/NG) industry, such regulations have been important for reducing methane and VOC emissions, but may impede the adoption of more cost-effective alternatives. Emerging monitoring technologies using stationary, mobile, and satellite platforms, many focused on continuous monitoring or frequently surveying areas for high emitting sites, may allow LDAR approaches that fundamentally differ in structure but achieve greater emission reductions than current programs like optical gas imaging. Performance-based regulations may enable such solutions by permitting alternative LDAR approaches shown to achieve equivalent emission reductions through scientifically rigorous validations. Speakers from stakeholder groups including industry, government, and academia are invited to present on policy approaches for facilitating the adoption of innovative technologies for mitigating O/NG emissions.
