Session Description:
Scientists and policymakers have widely acknowledged that limiting global warming to 2 degrees C above pre-industrial conditions will require leaving most fossil fuel reserves underground. Despite this knowledge, there have been relatively few advances in policy approaches designed specifically to limit fossil fuel extraction. This started to change in early 2016 when the US Department of Interior began investigating if and how a fixed global carbon budget could be used as a criterion for leasing public lands for coal development. Since then, several countries have cited climate concerns as a rationale for phasing out new oil exploration and production activities. This session will bring together researchers and practitioners to discuss new findings about what fossil fuel deposits must be left undeveloped and what policy approaches – other than reducing fossil fuel demand – could more directly manage a phase-out of fossil fuel production in line with long-term climate goals.
